In many homes and offices, the wall jack is only one part of the path between your device and the ISP connection, so a bottleneck anywhere along that path can reduce download, upload, or latency performance.

A wall jack test measures the wired link between your device and the network path behind the wall plate. It can reveal whether the local Ethernet run, patch panel, switch, router, or modem path is limiting speed. It cannot, by itself, prove that the ISP is at fault.
